based on two support cases handled and resolved 🟣 context a customer can get stuck when enrolling in the commercial marketplace program in partner center, receiving a generic error message with no option to open a support ticket two distinct blockers can occur, sometimes one after the other a user account issue, then a billing profile issue reminder of the three portals used in this guide partner center — partner status, commercial marketplace enrollment, marketplace offers, co sell azure portal / entra id — identities, users, roles microsoft 365 admin center (admin microsoft com) — users, licenses, billing, custom domains 🟣 recognition signal \[screenshot placeholder — error message "we're sorry! we don't recognize that account sign in again using your work email if that doesn't work, contact your company's global administrator "] 🟣 problem 1 — user account detected as "external" symptom (in partner center) generic error during enrollment, unable to open a support ticket likely cause the sign in account shows as "external", usually because the company's real domain was never connected to the microsoft tenant — microsoft assigns a default domain such as xxx onmicrosoft com how to check (in partner center) user management → click on the user → if "external" appears next to their name/email, that's the sign 🟣 possible complication multiple tenants/accounts a customer may have several accounts/tenants in parallel method to determine the right one (confirmed on both calls) test signing in to partner center with each candidate account — the one that does not show "external" is the correct one 🟣 quick fix (general logic confirmed by the calls — menu labels to verify at execution time) \[azure portal / entra id] create a new user on the tenant's real domain (not onmicrosoft com) \[azure portal / entra id] assign the global administrator role to this new user \[partner center] sign out and sign back in with this new native account \[partner center] restart the enrollment 🟣 possible complication unable to assign the role yourself assigning global admin requires already being signed in with an account that holds this role if that is not the case \[azure portal / entra id] find who already holds the global administrator role (via role management) either ask that account holder to assign the role to the target account, or use that existing account directly for partner center 🟣 problem 2 — billing profile stuck in the partner center enrollment wizard symptom (in partner center) the billing page loops, doesn't load, resets after going back, or rejects the profile as "incorrect" 🟣 fix tested — confirmed on one case \[partner center] don't force it in the wizard — open a new tab \[microsoft 365 admin center] go to admin microsoft com and sign in with the global admin account \[microsoft 365 admin center] go to billing → billing accounts \[microsoft 365 admin center] create a new billing profile company tax id/vat + legal company address (not personal) \[partner center] return to programs → commercial marketplace → "get started" the profile is recognized, and enrollment continues 🟣 case where this fix wasn't enough (spain — unconfirmed lead) on a second case, this fix did not resolve the blocker despite country prefix on the vat (es + number) correcting the "sold to" address to a company address 💬 need help? contact support\@wetransact io
